UK Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest survey of local authorities, English councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and using savings to weather growing financial challenges.”

Specific Examples of Planned Disposals

Medway Council in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of councils will have to increase local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils recently further found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” said the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the last year, the study revealed.
